Budget & Cost Analyst Manager reporting to Finance Director

Roles and Responsibilities:
The Budget & Cost Analyst Manager may be responsible for the following:
Coordination of AWP&B for PSA
Coordinate PSA cost stewardship reporting to JOC Mgmt and Authority
G&A budget and cost control coordination
Project budget and cost control coordination
Notice of Expenditure coordination
Maintain JOC/ Venture Financial Manual of Authority Guide

Qualifications:
Required:
Bachelors Degree.
Ten years experience of major capital projects in the petroleum industry.
Experience of large projects or multiple small projects in Refinery, Petrochemical or Oil & Gas projects: in assignments of increasing responsibility, complexity and scope.
Demonstrable technical competency in the field of Project Controls
Desired:
Proven management and staff leadership skills.
BS Degree in Construction Management, Engineering or other appropriate field or equivalent experience.
Knowledge of Project Controls, Cost Engineering, Planning & Scheduling, Forecasting (Work In Progress/Earned Value), Accruals and General Accounting.
Knowledge of proprietary computer software systems used for project management, tracking, controlling and reporting.
Demonstrated ability for development of reports for and presentations to management.
Willingness to travel and/or relocate as needed
